Annotation tools not available. (iPad 4 & 3)

The iPad generation 3 devices, which Apple lists as supported, have no annotation tools Available!

About 30% of our devices are iPad 3's being used in our 1:1 program.

None of them working with annotation. This makes using PDFs kind of impossible for younger children... so most of our classrooms cannot depend on it... shame.

Tried the obvious stuff:

• deleting the app and re-downloading,
• restoring iPads,
• logging in and out of the Apple ID... WITH NO LUCK.

Is there something I'm missing?
